During the International Air Transport Association's (IATA) Aviation Energy Forum held in mid-May 2026, market participants across the refiner, airline, and energy trading spectrum turned their focus from high-level decarbonisation targets to the practical logistics required to deliver sustainable aviation fuel (SAF) at scale.
The regulatory push under ReFuelEU Aviation has turned green fuel blending into an unavoidable operational requirement across the bloc. However, physical market mechanics reveal a widening gap between ambition and infrastructure. Current SAF production remains concentrated across a small cluster of processing units, while the midstream infrastructure needed to transport, blend, store, and distribute compliant fuel remains significantly constrained.
## Regulatory Obligations Meet Midstream Bottlenecks
Physical storage constraints, restricted access to core pipelines, and fragmented cross-border freight channels represent the primary operational bottlenecks facing fuel suppliers today. These supply chain friction points are already prompting calls for practical market adjustments. Industry studies, including joint research by major Asian carriers Japan Airlines and All Nippon Airways, have highlighted supply deficit risks, prompting several European airlines to advocate for increased policy flexibility under ReFuelEU frameworks to reflect physical availability.
Compounding these structural SAF constraints is a volatile macro background for traditional jet fuel. Geopolitical instability, shifting refinery margins, and evolving regional emissions policies are simultaneously reshaping standard fuel availability across European supply corridors. Consequently, fuel buyers and commercial airlines are placing a premium on guaranteed supply continuity across an increasingly fragmented energy landscape.
In response, the commercial dynamics of aviation energy procurement are undergoing a fundamental shift. Commercial viability is no longer dictated strictly by volume discounting and spot pricing; instead, it is anchored in energy security and verifiable midstream resilience.
## Strategic Logistics and Infrastructure Footprint
Market participants with integrated midstream assets are uniquely positioned to navigate these infrastructure bottlenecks. Energy logistics groups that combine physical storage capacity, specialized blending capabilities, certified sourcing agreements, and established pipeline connections are becoming key pillars of the aviation energy transition.
Malta-based trading and logistics group Alkagesta, which operates across 42 countries in petroleum, biofuels, steel, and fertilizer markets, underscored this midstream focus during the Paris gathering. The trading firm has recently strengthened its European aviation fuel footprint by establishing supply arrangements tied to NATO's Central European Pipeline System (CEPS)—a vital fuel network feeding major airport hubs across Germany and Belgium.
To support compliant trading across international frameworks, Alkagesta also secured ISCC CORSIA accreditation, enabling the group to trade and distribute CORSIA-eligible sustainable aviation fuel aligned with International Civil Aviation Organization (ICAO) standards. Commenting on the structural market shift, Alkagesta Chief Executive Orkhan Rustamov noted that fuel procurement has evolved from a basic pricing exercise into an energy security priority reliant on certified infrastructure, pointing out that decarbonisation cannot rely solely on regulatory intent without coordinated capital allocation across storage, blending, and pipeline access.
As European regulatory mandates tighten over the coming decade, the aviation sector's decarbonisation pathway will ultimately be decided beyond policy halls. Success hinges on midstream infrastructure—tanks, pipelines, blending units, and certification protocols—and the physical trading entities capable of managing complex fuel logistics across the continent.
